I would recommend to use the Brophy Hitch Reducer, part # HT02. This reducer will insert into a 2 inch hitch receiver on your RV and allow you use your 1-1/4 inch hitch bike rack. It will extend out from the original hitch pin hole an extra 3 inches. Hopefully, an extra 3 inches would not cause you any problems.

In order to get a hitch like what you described, you'd need to get the OEM hitch from Toyota, as well as the specific bumper cover with the knockout for the receiver to pass through. We do have a hitch for the 2023 Jeep Cherokee that will protrude through the bumper with the Draw-Tite Class 3 Hitch # DT28MR. This receiver will go right in the center area of the bumper, right behind the plastic removable panel. Skid wheels should not be mounted to an RV bumper, especially to one that was added as an aftermarket item. Skid wheels need to be mounted to the frame or to a hitch that is mounted to the frame. No RV bumper is rated for the kind of impact a skid wheel is intended to withstand.
